PAL is optimized for TVs in Europe, Russia, Australia, Thailand, China, Singapore, and the Middle East to name most of them. The NTSC is optimized for TVs used in the USA, Canada, South Korea, Japan, and Mexico, to name most of them. Most DVD players will play the PAL as well as NTSC DVDs.
